Florida law does not give every homeowner an unconditional right to install artificial turf anywhere in an HOA community. The answer depends on visibility, applicable law, the property’s governing documents and the proposed installation. Establish those details before treating a chosen sample as permission to begin.

When does Florida’s HOA visibility protection apply?
Section 720.3045 expressly includes artificial turf among the items an HOA may not restrict when they are not visible from the parcel’s frontage, an adjacent parcel, an adjacent common area or a community golf course. “In the backyard” does not establish that test. A garden can be hidden from the street and still face a neighbor or a golf course. Make a drawing showing the proposed turf boundary and gather photographs from lawful viewing locations. Record what is visible rather than assuming a hedge or fence settles the legal question.

Florida’s statewide installation framework applies to single-family residential properties of one acre or less. Do not rely on an older city webpage or a broad statement that turf is now allowed everywhere. Ask the responsible jurisdiction how its current process applies to your property and proposed work.
What can an architectural review committee require?
Section 720.3035 ties architectural-review authority to the declaration and authorized published standards, and requires reasonable, equitable application. A denial must identify the rule or covenant relied on and the specific nonconforming part of the proposal. This does not remove permits that are otherwise required. Ask about both review processes early and resolve the necessary approvals before installation. Keep the application version, correspondence, decision and any conditions together so the final construction scope can be checked against them.
What should you gather for an ARC application?
Begin with your community’s current form and checklist. A well-organized proposal can make the intended appearance and construction easier to understand. Depending on what is requested, your submission may need:
- A current survey or accepted site drawing identifying the proposed area.
- Photographs of the existing garden and relevant views.
- A named product, sample or product sheet showing its appearance.
- Backing, infill and installation information appropriate to the review.

- Drainage information and any required specialist documents.
- Contractor information and the signatures the community requests.

Who prepares and submits the paperwork?
